John wasn´t just an excellent boss...he was a true leader! I will forever be thankful and honored for knowing John both as a work colleague and a friend.

John was a joyful and tireless champion in the Department of Rehabilitative Services who lifted both colleagues he managed or worked with and individuals with differing abilities receiving agency services. He promoted individual achievements among both groups. There was a cloud of kindness that followed him and touched those around him. He was missed upon his retirement and long after and will be missed by all who were privileged to know him for a while. He loved and was loved by his family and those he considered family. The world needs more people like John Phelps.
